To reproduce the problem you need Excel file with 2-nd or greater sheet to be active (page which Excel will show when you open the file). Then you need to activate getActiveSheet()(see to com.sun.star.sheet.XSpreadsheetView class) OOo API method against this document. It should return active sheet but it returns first sheet.
