The behaviour is somehow desired in this point. The problem is, what to display
when you have define much more "table headers to repeat" than there's space for
them on a page. This will lead to an endless loop in trying to pill the page
with only header and repeating them on the next page(s) without ever reaching a
point where the body of the table can be displayed.
Thus the behaviour won't be changes, though it does not seem to be correct at
first glance.
