This is a documentation error. The description should read:
"In this case, if the exact search criterion is not found, the
next value smaller than the search criterion will be returned."
To sum it up: of a sorted range the last value being smaller than or equal to
the search criterion is returned. The same applies to HLOOKUP and MATCH (that
already has a corresponding description).
