If cwstools spit out XML::Parser.pm not found in @INC, then the one in front of the screen will know what is missing and will know what to do. On Mac, you can build with the OS itself and XCode - no other tools or third-party stuff is needed currently. Adding this perl-module would require everybuilder (tinderbox/buildbot and individuals) to install that perl-module only to be able to build, despite it is not needed at all by them. configure should only check for build-requirements, not for additional tooling-stuff.
