Not only copy / paste of complete sheets is affected, always if the pasted area
would exceed sheet borders you will get this message.
>From time to time I would like to mark a complete row or column for copy/paste
to a new location (from A1 to B2), because that is much more comfortable than
marking
A1:A47295. But I can not use that comfortable way because the overhang-cells
will cause an error. But very often those exceeding cells are without contents,
so that it would not cause any problems if OOo would ignore those empty cells,
may be after a warning message as shown in the attachment.
So I believe that a "cut empty cells" option would be a great idea
