Subject says it all. Repro steps:
1. Draw - insert rectangle.
2. View - Toolbars - Glue Points.
3. Click leftmost button ("Insert glue point") - it would not stay depressed.
Close toolbar.
4. Click "Glue Points" button on Drawing toolbar.
5. Click leftmost button ("Insert glue point") - it stays depressed.
