What will work now is adding rows to a chart with data-sequences in columns when
those new row cells are adjacent to the first or last cell in the data sequence.

Similar will now also work for adding cols to a chart with data-sequences in 
rows.

What will still not work is adding new columns to a chart with data-sequences in
columns or adding new rows to a chart with data-sequences in rows.

For example in the first table you can:
a) adding several rows before the second row 
b) adding several rows after the first row
c) adding several rows after the fourth row
What will not work is adding rows before the first row since that one is used
for the labels.

And similar is the beahavior for the second table when adding columns.

There is still one ugly problem though:
In case a) after undo you can/will get a strange chart that has nothing to do
with the actual table. This should be fixed when undo for chart is properly
implemented.

Fixed in CWS tl39.
