This problem is still present in 2.2!
It's not obvious what to do when opening an existing presentation.
The document I want to open is listed. After experimenting, I found something
that works, but none of the options are at all obvious. I found it quite
frustrating

The options presented are:
Open, which allows one to navigate the file system to find the document that's
already listed.
Selecting the document. This grays out the "obvious choice", the Next button.
I didn't try Create, because I don't want to create a new presentation. I want
to open an existing one.
Through experimentation I found that double-clicking the document shown in the
Presentation Wizard opens up the existing document.

I can't imagine giving those choices to anyone who's not already sold on Open
Office, e.g., my kids' school, my kids, my wife.

Although this "enhancement" doesn't cause the program to stop working, it does
keep the program from being run by people who have the choice of using other
formatting software.
