2007 -------
1. Open empty document in OO
  - set Tools->Outline Numbering-> Number->1,2,3,...

2. Open the following html document in a browser:
<html>
<h1>header 1</h1>
asdasd
<ul>
<li>item</li>
</ul>
<h1>header 2</h1>
asdasd
<h1>header 3</h1>
asdasd
</html>

3. Copy all data from the browser, and paste to the empty document created in
phase 1.

Why doesn't the "header 2" have an outline number?
