I doubt that it is possible to use that dict. with 2.2, because Issue 73406 will
not be fixed before OOo 2.3. Why do you believe that it should be possible that
dict. without having it in the languages list box? Currently 'Tagalog' seems to
be something completely unknown for OOo.
