This appears to be somehow related to the testtool mousemovements.
As soon as a mouseaction is started on the DialogWindow the pane starts to
scroll.
Even though i have no proof yet i believe this might be related to some changes
in the testtool, so i put GH on CC, maybe you should have a look at this
together.
Please note that this problem is fairly importatn and should be addressed before
well before 2.3 release as we otherwise won't have any test for the BASIC-IDE
formcontrols.
