Steps to reproduce:
1. Open any OOo application.
2. Go to Tools -> Options -> OpenOffice.org -> View.
3. Make sure 'Show icons in menus' is disabled.
4. Close the application.

5. Open Writer, go to View -> Toolbars and see icons are still drawn for
'Hyperlink Bar' and 'Forumula' toolbars.
6. Open Draw, go to View -> Toolbars and see icon is still drawn for 'Hyperlink
Bar' toolbar.
7. Open Draw, go to View -> Toolbars and see icon is still drawn for 'Hyperlink
Bar' toolbar (but not for 'Formula' toolbar!).

This is a minor UI issue, but I think that all icons in menus should follow the
selected preference. If this behaviour is intended, feel free to close the bug.
