I've done this on a clean machine. No Office installed no user settings for OOo
are there. I've downloaded the version from the server you've listed here. I've
installed the Office and started it. It starts in english, the language settings
for the GUI are using 'default'. Then I've closed the Office and installed the
language pack and started the Office. It came up in English and I've changed the
Office GUI language to swedish. After restarting the Office it came up in
swedish. So everything works as expected and as designed. I can't confirm the
issue you've described here. If there are no confirmations by a third I would
say that we can handle this issue as 'worksforme'.
BTW: Please don't paste the xcu files to the description. It makes this issue
unreadable. Using the attachment feature of the tracking tool is the better way.
