OOo is not a windows only application. We follow the locale settings for
currency etc and the gui settings for the gui. You might have observed that if
you change the locale on windows you still don't have the gui changed. So does
OOo. I see no reason to change this due to the fact that OOo is a multiplatform
application and behaves similar on all platforms.
What we can do is to correct the documentation.
