Do we really want to go down this road? There are a lot of potential problems
arising from environment variables set inappropriately? If you fix BASH_ENV
you should also clear ENV, because bash could be started as sh from 3rd part
projects.
Also, you are guarding this for cygwin only, this is clearly wrong. *If* this
is a problem, this is also a problem on any other system that builds with
bash.
IMHO this might go in some build FAQ but not in set_soenv.in, and if we want
it than we should do it for ENV also and also for all '@USE_SHELL@' eq "bash"
build environments.
