defect cause:
The content of the master document is somehow inconsistent from the point of
view of current OOo Writer. It contains 10 heading paragraphs *without* a given
outline level. Thus these by default these paragraphs have outline level = 1.
These paragraphs have the paragraph styles "Heading 1", "Heading 2" and so on
applied. This situation troubles OOo 2.1 and later.
solution:
Include a special case for handling such documents.
