If you package a patched libtextcat, sou can maybe also patch (i.e. utf8ize) the data... But then you might get into trouble with the .conf pointing to the directory relative (LM/ in the default config of libtextcat 2.2) wrt the files: yes, the probably should be moved to lingucomponent, I don't see why we shouldn't be able to fix this, though.
