The Startup Wizard is independend from the Quickstarter. I would assume that the
user has no rights to write to the OOo user data folder in '?:\Documents and
Settings\<user name>\Application Data\'. Please try this: stop the quickstarter,
delete the 'OpenOffice.org2' folder (with administrative rights if needed), log
in as this user who wants to use OOo, start the office.
