No problem here for me with OO 2.3 680m221 native build on Windows XP.
Maybe you have set a new default template where no/wrong assignments are made in
Tools.Outline numbering?
BTW: this is of course not P1 - it does not keep you away from working with OOo
Writer nor this is a crash or data loss.
