When you define space above and below a paragraph style, you don't want the
"below" of the paragraph above to be added to the space "above" the lower
paragraph.  You want the maximum of those two numbers.  Right now, these two
numbers are added. With a simple style, like one space above or below, you don't
notice this.  But when you want to have more space around a Heading 1 than
around a Heading 2, and more than between Text paragraphs, you notice it. 
Either there's too little (when you define none above and below Text) or too
much, when a Heading 1 is followed immediately by a Heading 2.
Each paragraph style should have a checkbox next to the Space Above and Space
Below to determine whether the vertical space between paragraphs should be added
(the current implementation) or use the Max of the two values.
