k, here's a reproducer...
mkdir /tmp/foo
cd /tmp/foo
export LANG=ja_JP.eucjp
gedit file:///tmp/f%6F%6F/%A4%CE
type "TEST"
press save, and close
oowriter file:///tmp/f%6F%6F/%A4%CE
error of /tmp/foo/%A4%CE does not exist (%6F is getting decoded to o, but %A4%CE
isn't getting "un-eucjp-ed"
