The description is misleading, the assertion does not appear when "starting
OOo", it appears when the first document is created.
The origin of the error box is SvtSaveOptions_Impl constructor in
svtools\source\config\saveopt.cxx. Its appearance may be connected to changes
made for issue 75677, revision 1.27.56.1.
