Yes and no, the namespace has not changed with odf 1.1.
It is correct to write:
xmlns:office="urn:oasis:names:tc:opendocument:xmlns:office:1.0
But there is another value which has to be adjusted, the office:version should
be changed.
But that's not problem of soft page breaks, I wrote another issue to fix the
office:version.
