When you have a horizontal toolbar and resize the composer window so that not
all icons display, it puts two arrows at the end of the toolbar.  When you click
on the arrow, the remaining items cascade downward.

Icons that create a floatable window (arrow next to them) don't work when you
click on them in this manner.

In my attachment you can see what's happening:

1) Resize Writer so that not all of the icons in the second toolbar from the top
are displayed.

2) Click the double-arrow and the remaining options will display.  

3) Slide down and select "Background Color" (as seen in the image).

4) Nothing happens.

This only happens with floatable icon options (such as Background Color), these
are the icons that have a down arrow next to them when displayed normally.
