As Daniel is on vacation I take the liberty to answer this.
Fixing this for e.g. the Template Dialog should be easy as the code that creates
the dialog knows that it is going to show a file name. So decoding the URL is
all we need to do. I don't know about the Calc stuff as it's unclear to me
whether the code showing the dialog actually knows that there is a URL that must
be decoded. Perhaps it just shows the formula "as is". Niklas promised to have a
look.
All in all I think 2.4 is OK.
