On Windows the Windows file dialog might set some limitations as it does not allow the direct access and instead itself downloads files before it hands them over to the application. If you access a webdav folder with the "own" file dialog of OOo it should work flawlessly except if HTTPS is needed. BTW: HTTPS support is currently worked on. On Linux the situation is more complicated as there is not a single way how webdav folders are handled. Perhaps you should describe your system more exactly: did you use Gnome or KDE and what is the command line that is handed over to OpenOffice.org? And did you also try the OOo "own" and/or the system file dialog from OOo to access the webdav resource?
