OK. I see your point. The solution may be technically OK. However, from a user
perspective, the actual display is puzzling. I tried the same in FrameMaker,
Word and XMetaL (CALS table model): they all show a different behavior (as
depicted under Step 3 (should be) in my line drawings): Basically line 2 keeps
its height in all these implementations, event though no cell is present - I
prefer this solution. Since the real problem is fixed (and finally allows us to
use OO in technical documentation), I consider this quirk a minor/marginal 
issue.
