However, from a user perspective, the actual display is puzzling. I tried the same in FrameMaker, Word and XMetaL (CALS table model): they all show a different behavior (as depicted under Step 3 (should be) in my line drawings): Basically line 2 keeps its height in all these implementations, event though no cell is present - I prefer this solution.
