Are you sure, you tested it in the described way?

If you set an odd page number following on the odd page number 1, then a
additional even page is inserted. Therefore you see 3/3 what is the physical
counting of your document.
If you set an even page number following on the odd page number 1, no additional
page is needed and you get 2/2.

You have always odd - even - odd - even and so on. You can skip such additional
empty pages when printing.
