The cause of this issue was that the flash export used a optimization possible
with the flash export to only export the jpeg encoding table once. This worked
with the OOo 1.x codeline since there we always used the same jpeg encoding
table. Starting with the OOo 2.x codeline the jpeg encoding table could be
created individually for each exported jpeg, resulting in an approx 10% size
optimization.
I removed this optimization, now the encoding table is written for each jpeg.
