The problem occurs during installation of 2.3 using "Custom Install".
One option of "Custom Install" is the ability to select the installation
location (directory). Below the window listing the program modules and optional
components the default location is shown together with a "browse" button to go
to an alternative location.
When using the upper window to choose which modules or optional components to
install, however, if an unavailable component is selected (clicked on) or an
option is changed to unavailable then the option to select the install location
disappears.
If a component that is selected for installation is subsequently clicked on,
then the install location and the option to change it reappears.
This behaviour has been exhibited on three XP installations together with one 
Vista.
