Steps to reproduce.

1/ Start Orca
2/ Start "oocalc -norestore"
3/ Type Control-Shift-t to move focus to the cell locator.
4/ Type right arrow twice and backspace twice to remove the
   existing "A1" entry.
5/ Type "c3" followed by Return.

Orca brailles/speaks "Cell A1".

In short, oocalc is not providing us with any events that indicate
that focus is now in cell C3.
