I'm afraid that it is pointless to keep this issue.
The OOo "built in" file dialog exactly does not makes any file name suggestions
when files are saved/exported.
The *Windows* file dialog and maybe others (Gnome, KDE, Mac?) indeed behaves in
the way as is described as "unwanted" here but this is not under our control.
