This state (no ressources for HTML) is not new.
Since *years* this component is not developed anymore and nobody in the
community volonteered to take it over.
So there is a missing *owner* for such issues.
Closing this bug doesn't make it "disappear".
This issue is still there and can be reopend when someone decides to work on
HTML.
