This is a problem with a distribution build. As this is not anything OOo can
fix, I'm setting this to WONTFIX. Distribution users are supposed to use the
distribution's mechanism for installing the dictionaries (there should be
install packages available).
BTW: you can download dictionaries manually and install them with DicOOo; we're
trying to find another mechanism for distribution dictionary material.
