I checked with "2.2.1 Multilingual German version WIN XP: [680m18(Build9161)]"
and can not confirm that problem.
I tried with a self created document "big dog.rtf" on my hard disk from menu
'file -> open' (with OOo and WIN dialogue), also from WIN EXPLORER.
Also no problem with "2.3.0 Dev. Snapshot WIN XP: [680m233(Build9228)]". So
WFM.

Pls. feel free to reopen this issue if you
- find out that that problem still exists for your with 2.3.0 and
- if you can provide a sample file and
- if you have test result whether other OOo components (Draw ...)
are affected and
- if you can provide a clear and unambiguous step by step instruction
how to reproduce this problem
