"is rubbish in this case" is about as helpful as those who engage in flame wars 
on that so-called support forum.  I guess you get what you "pay" for, 
regardless of where you go.

Being in technology support for over a decade, I am well aware of contributing 
factors to such situations (I often have to ask many questions of my customers, 
but never tell them their concern is "rubbish"), and provided sufficient 
details in hopes someone on the user support or developer group would have 
insight into what could possibly be the cause.

How to replicate?  Not sure.  Here's how it happened on this machine:

1. Visit OpenOffice.org
2. Follow instructions to download and install OpenOffice.org 2.3 (to the 
letter, using the download and installation instructions found at 
http://download.openoffice.org/common/instructions.html#win
3. Attempt to start any OpenOffice.org application by clicking on the icon from 
the Start Menu or the Program Files Folder
4. End.

You can see by previous posts all permutations of attempting the install, from 
using the "with JRE", "without JRE", from cNet.com, from Google.com 
(StarOffice), using various options in the setup process, restarting at 
appropriate times, disabling all third-party programs (and processes) including 
antivirus and Windows security applications (a great risk, I might add -- if 
this application is as flimsy as it appears, opening up my PC to "who knows 
what" due to poor writing isn't worth the $250 savings of just getting a 
license code from Microsoft to unlock Office 2007).

Did I use the so-called "forums" ?  Yes, I did.  What did I search for?...since 
the application doesn't even have any error codes?...no error message?...no 
suggestion at all that something is amiss?  --  The only thing that ever has 
presented itself to me:  A blank message box with the word "Ok", which reveals

Is there an application or setting that is resident on my PC that is 
conflicting with the install?  Possibly.  But if so, it is something that came 
as part of the OEM package as the laptop is only three months old (I even 
uninstalled Internet Explorer plugins just to get the computer to the "as new" 
condition...just too much work to install an application that obviously does 
not work).

Let's say that there is a registry key, a security setting, or possibly a 
program that interferes with the install (it appears that the most likely cause 
is that when the /application 
settings/user/registry/local/data/openoffice.org.2.3/ folder is created, it is 
created as "read only," meaning all those startup files are not copied to the 
appropriate subfolders, except for setup.xcu which contains hardly any 
information.  

Copying similar files from the program files/openoffice.org.2.3 folder into the 
above folder does not correct the situation, because it appears these files are 
the in the "pre-install" state.  

Seeing that this same, exact, identical situation also occurs with Google's 
free download of StarOffice at pack.google.com, it is apparrent that there is a 
common file or routine in both installation applications that cannot complete 
the install, even though you get the formal, "Install has completed" Window, 
with all appropriate file associations (if selected).

So, only two people with two completely different systems have reported this 
issue.  "Rubbish," I suppose.  (Even though there are several posts in the 
various forums that allude to the same issue, but because there is no specific 
error message, everyone describes the problem somewhat differently, making it 
appear these are all unrelated problems.)

Maybe I should just scrounge together forty bucks and try some other Office 
alternative, like Software602.com.  They used to have a free version, which was 
buggy, but at least would install (on the old XP machine).  Not sure if I want 
to go as many rounds with their "support" group.
