Steps to reproduce:

* Create a 3-by-3 table.
* Select the third cell in the first row and the third cell in the second row,
and merge them into a single cell (Table => Merge Cells)
* Right-click into the first cell in the first row and select Row => Delete. You
get something that LOOKS like a 3-by-2 table.
* Press Ctrl+Home.

EXPECTED BEHAVIOUR: Cursor moves to the first cell in the first row.

ACTUAL BEHAVIOUR: Cursor moves to the THIRD cell in the first row.

Of course, the user will expect the table to behave exactly like a 3-by-2 table
because that is what it looks like.
