The XML structure of the data seems to be ok, except the new versionDTD and
allowUpdateFromCLDR attributes that aren't on HEAD yet. From a first glance at
the content, in the currency formats the -419 (Russian) must be changed to -423
(Byelorussian). Was the data tested in a non-product version like it is lined
out in the locale.dtd comments?

But currently more important is: I assume your real name is Yury Tarasievic, am
I right? I don't find your name in the list of copyright approvals

proceed with your contribuiton we need the JCA signed, please see
