i have the same problem and know who is responsible:
After installing MS Security Update KB 938829 which ships the
gdi32.dll (5.1.2600.3159 - 19.06.2007) one is no longer able to
install the patch 116520-14 ...

And even worse: Users who have installed patch 116520-14 *before* the
above mentioned Security patch, will fail to start staroffice 7 pu 11 after
installing the Security patch ...
BTW: No problems with Vista, seems only affect Win XP
