I can't reproduce the bug.
In the toolbar on the left hand site is a icon for the alignment (slightly below
the middle).
Click on it and keep the mouse button pressed to get the floating toolbar. With
this toolbar you can align the textbox on the page while it is in the edit mode.
Please try also the latest OOo version (2.3). We did many fixes to improve the
usability.
