I think a context menu is useful for things that you often need to change, or which are relevant to the context you are editing - I don't see either of those cases being true of this; I'd expect this to be something that people set up for the particular document they are editing or the way in which they work (due to screen sizes or preference) and just leave it. I think zoom and page layout are mostly independent; but I think the 'entire page', 'page width' and 'optimal' settings in zoom are bound to interact with the page layout; if I have selected a two-page across view then when I say 'entire page' I think I mean I want it to zoom such that both pages fit on, not to scale for the height of one page and end up with the 2nd page off the screen.
