I've got a first look at this issue. It reveals, that everything works as
expected.
The paragraph style "ConsPlusNormal" has the paragraph style "Default" as its
following style. Thus, the inserted paragraph by pressing "Enter" at the end of
a paragraph, which has paragraph style "ConsPlusNormal" applied, will have
paragraph style "Default" applied.
--> resolved to "INVALID"
BTW, I've opened the given document in Microsoft Word 2003 and Microsoft Word
behaves the same except that OOo preserves the applied list style.
