That is a known problem, see issue 58424. The same behavior is in draw, although
in draw the page option "Fit object to paper format" is always unchecked and in
impress it is always checked. (It seems to me, that the option doesn't work at
all, but that would be another issue.)
There are to ways to work around the problem:
(1) Place such objects on the master page
(2) Do not use copy&paste but Insert > Duplicate Slide
