I even use three dictionaries with fr FR.

fr_FR      > old spelling
fr_FR-1990 > new spelling

If only one dictionary has to be choosen, I think the first one is the one the
users expect the most.

The difference between the both is very small (approximatively 2000 words
difference).
In 1990, there was an attempt to modernize the french spelling, and a report
about what changes should be made has been approved. But the new spelling is NOT
mandatory. The new spelling and the old one are both correct. It has been
decided to wait and see if people use it to definitely approve it or not.
Actually, most of the new spelling is not very often used now.
In the "Bescherelle", which is one of the major books for french spelling and
grammar, the new spelling is only considered as an alternative correct one, and
is just described in very few pages and in notes at bottom of pages in very
little letters.

Users will probably be upset if they must write "maitre" instead of "maƮtre", so
the old spelling is probably the one that should be offered by default, and the
other one to download.
That's just my opinion. I could be wrong about how often the new spelling is 
used.

In the future, I think we should merge the two dictionaries.
Not so easily done, because the affix files are different.
