If this is for the OOo internal file dialog (things may differ when the system
dialog is used), the collation is taken from the locale that is set under
Tools->Options->LanguageSettings->Languages: Language of: Locale setting
Not sure how much sense a "C" collation in a de_DE environment makes, but please
note that OOo is Unicode aware and as such the underlying basic collation
follows the Unicode Collation Algorithm (UCA) if the locale doesn't use a
tailored collation.
Changing component to framework and reassigning to pl: please confirm whether
this is an issue and should be changed.
