I do not think, that a simple repackaging will solve your problem. Of course there will be new installation sets in Spanish for OOo 2.4 and OOo 2.3.1. But perhaps your problem is not fixed there. Please try other languages (Italian, German) and other version (OOo 2.1, OOo 2.2, ...) and report us, if your installation was successful.
