As stated on OOo's Forum:

If someone sends me a document that includes Custom Colors, I can't use/edit 
them, or even check their RGB values on OOo 
I can only check those by using a third party application to read the pixel 
colors. 

This situation is very easy to test: create a custom color, use it, save your 
document, delete the custom color, open your saved document. The color is 
there, but... 

Clicking on a shape filled with a custom color and clicking the Area tool, the 
color appears as the fill color in the Area tab, but click on the Colors tab 
and back again, the fill color disappears so the fill box becomes black. Hmm... 
It should at least retain the defined color of the object, even if it can't be 
saved into a palette. But I guess if the fill could be retained, it should also 
be able to be saved...
