Sorry, the older file seems to have a corrupted meta.xml. May be you have
changed the "plain text" in it and so created a CRC error? It's forbidden to
change content in the zip file directly without adjusting the CRC.
So in result the Windows explorer correctly shows the meta data in the newer
file but fails to show it in the older one.
Besides that there isn't and never was a guarantee that the meta.xml is not
compressed.
