All language specific files are now assigned to language specific modules
(packages). This is controlled automatically. No language independent package
contains a language specific file. This means especially that the core and the
application packages no longer contain resource files. The scp linker checks,
that all files are assigned correctly.
New are the scp-templates in scp2 projects: sct files. This files are expanded
by a Perl program, that generates Perl modules for all languages available in
the build environment. The file assignment happens via language independent
assignment modules, scp flag "TEMPLATEMODULE". The assignment happens with
"Assigns = ..." from the language specific modules.
