Detection of text encoded filter is now fixed in
sw/inc/iodetect.cxx
sw/inc/shellio.hxx
sw/source/filter/ascii/parasc.cxx
sw/source/filter/basflt/fltini.cxx
As long as the Text filter is not preferred all simple text files are loaded
with the text encoded filter
